     Well before this country was established as independent from the rule of King George, the law has always recognized that the owner of a dangerous device, machine or instrument was responsible for the injuries that resulted from the permissive, but negligent use of such.

That is still true for most of us and we all know that if we lend our car to another person, we will be responsible if someone gets hurt because the driver engaged in dangerous conduct. Unfortunately, our representatives in Congress felt that those rules shouldn’t apply to everyone. In a 2005 funding bill, rental car companies and their lobbyists scored a big victory for themselves and a major loss for everyone else by exempting rental cars from the same responsibility that we all share when we lend our car to someone, whether we do so for profit or not, teaching us all once again that only the few, monied and powerful enjoy government enacted “bailouts.”
